Call for applications for the assignment of Special Subsidies for the 2025/2026 academic year

In compliance with provisions of Lombardy Region Law no. 33/2004, the competition for the assignment of special subsidies to the students enrolled at the University of Pavia for the 2025/2026 academic year is hereby announced.

Art. 1 – DEFINITION OF THE INTERVENTION

Special subsidies consist of financial assistance and are awarded, within the limits of the appropriate budget allocation, to students who find themselves in a particular situation of hardship due to serious events that have affected them or their family unit.

Such events must be properly documented.

For grant award allocation the relevant events are:

  • serious economic situations: unemployment, dismissal, redundancy fund, bankruptcy, mobility, with loss of the main available income;
  • serious health issues: illness, accidents, surgery, expensive rehabilitation treatments, which have seriously affected the student or family members for a prolonged period and compromised the university curriculum;
  • serious family situations: death of a family member, natural disasters, separation / divorce of parents;
  • other situations that objectively prevented the achievement of the merit required for obtaining the scholarship.

NB: The events indicated in the previous points must have occurred no later than one year before the time in which the application is submitted and must not take on chronic features.

The special subsidy cannot be combined with the Scholarship received for the same academic year.

The maximum amount of grant attributable is equal to the sum of the meal share and the accommodation share of the current academic year scholarship (€ 3,718.00).

Art. 2 – RECIPIENTS

All students who will be enrolled at the University of Pavia by April 10, 2026, for the 2025/2026 academic year, can apply to participate in the selection process:

  • up to the first-year overtime for students enrolled in a bachelor’s degree, single-cycle master’s degree, master’s degree course. Up to the second-year overtime for students with a disability equal to or greater than 66% or with recognition of a disability pursuant to Article 3, paragraph 1 and paragraph 3, of Law No. 104 of 5 February 1992;
  • limited to regular enrollment years for students enrolled in PhD courses and non-medical specialization schools.

The following candidates CAN’T participate in the competition and will be excluded from the award of the contribution:

  • already in possession of a university title, obtained in Italy or abroad, of a level equal to or higher than the course of study attended in the academic year 2025/26;
  • they enroll, for the second time, in the same course year;
  • enrolled part-time;
  • do not submit the required documentation (including that certifying the economic condition, ISEE or equalized ISEE, if not already submitted) or present it as untrue or irregular.

Students enrolled in the 2025/26 academic year who repeating the regular course year already attended, for the first time, in the academic year 2024/25, can participate in the competition.

Art. 3 – APPLICATION PROCEDURE

 The application for admission to the selection process must be submitted online only following the procedure (“Special Subsidy Request”) available in the area “Student’s Online Services” on the EDiSU Pavia website.

The application must be completed and submitted no later than April 10, 2026.

Applications received by other means or after the deadline or otherwise lacking the information requested shall not be admissible.

Students who have already requested other benefits and/or services from EDiSU during the 2025/2026 academic year must not resubmit the data and documents already provided to EDiSU.

Students who have not yet submitted a benefits and/or services request to EDiSU for the 2025/2026 academic year, demonstrating their economic situation (income/asset), are required to provide proof of this by providing the documentation indicated in the “Call for Ordinary Scholarship application a.y. 2025/2026”, art. 4.2 “Income requirements”.

In detail:

  • Students required to submit the ISEE UNI must provide, within the online application, data from the ISEE 2026 Certification protocol, with an indicator valid for the right to university study, without annotations by the INPS. ISEE NOT valid for the right to university study and with annotations cannot be evaluated. Current ISEE will be deemed valid.
  • Students who are required to submit “Foreign Documents” (Call for Scholarship Applications 2025/2026, Art. 4.2.2) to provide evidence of their family composition, 2025 income and assets owned by 31/12/2025 must submit these documents in original paper copy to the counter of the Economic Benefit Office (via Calatafimi, 11 – Pavia) by and no later than, March 31, 2025. The office is open to the public: Monday, Wednesday, Friday 9.30 a.m. – 12 a.m. and Tuesday, Thursday 2 p.m. – 3 p.m. Foreign Documents can also be sent (only in original paper copy) by the same date to: EDISU Pavia – via Sant’Ennodio 26, 27100 Pavia, Italy. Failure to submit the original complete documentation makes it impossible to check the student’s economic condition.
  • Students who consider presenting their economic situation as independent students must meet the requirements indicated in the “Call for scholarship applications a.y. 2025/2026”, art. 4.2.1 (except in the case of orphans or special situations to be motivated and documented).

ART 4 – EVALUATION OF APPLICATIONS AND RESULTS

 The Economic Benefits Office will verify the required requirements, and non-compliant, incomplete, or untrue applications will be excluded from the evaluation. The Office will consequently inform those excluded from the selection and, in case of documentary deficiencies or incompleteness justifying the situations of hardship, a minimum of 5 days and a maximum of 10 days will be given to remedy the deficiencies found. After this period has elapsed, the Economic Benefits Office will proceed with the exclusion of the competitor from the procedure.

A special Commission, appointed by the Board of Directors of the Institution, will evaluate all applications deemed admissible by the Administration, in application of this call and on the basis of criteria that the Commission itself will define during its first meeting and in any case before examining the individual applications submitted. The evaluation criteria defined by the Commission are unquestionable and may concern the students’ income and merit conditions as well as the reasons presented by them.

The Commission will evaluate the applications and propose to the Board of Directors the disbursement of individual contributions defined on the basis of the evaluation carried out and budget availability.

For students enrolled in the first year of the Bachelor’s degree (L) and Single Cycle Master’s Degree (LMU) courses, the Commission may propose to the Board of Directors that the actual provision of the benefit be linked to the achievement of a minimum number of CFUs within a period set by the Commission itself.

The results of the selection will be made known to interested parties at the conclusion of the procedure by publishing them in the section “Upshot ranking” present in the area “Student’s Online Services” accessible only to competition participants.
